Do You Need a Permit to Replace a Hot Water Tank in Coquitlam?

Electric hot water tank strapped to a basement wall in a Coquitlam home, with a drain pan underneath

The short version — Confirm with the City first: call the Building Permits Division at 604-927-3441. Coquitlam says a plumbing permit is not required for the replacement of plumbing fixtures that meet the Building Bylaw and the BC Plumbing Code, and its fee bylaw counts hot water storage tanks as fixtures, so a straight swap may not need one. Neither page names water heaters directly. Any other work on the plumbing system needs a permit; the 2026 minimum is $79.00.

Who to call

City of Coquitlam, Building Permits Division

Ask whether your tank replacement needs a plumbing permit before work starts.

Coquitlam’s own pages answer this question more carefully than a simple yes or no, and the detail matters if your tank has just failed. This guide covers electric tanks.

Do you need a permit to replace a hot water tank in Coquitlam?

Possibly not, for a like-for-like replacement, but confirm first. The City’s answer to “When is a plumbing permit not required?” lists “the replacement of plumbing fixtures, provided that such replacement fixtures and the installation thereof conform with all the requirements of the Coquitlam Building Bylaw and the B.C. Plumbing Code.”

Coquitlam’s Fees and Charges Bylaw No. 5484 then lists what counts as a fixture for plumbing permits, and the first item on its list is “hot water storage tanks.” That list sets how permit fees are counted; it is our reading, not the City’s statement, that the same meaning applies to the exemption. The City’s application form also offers a “Repair and Replace” permit type.

The same FAQ also says a permit is required for “performing any work on a plumbing system in a new or existing building.” Moving the tank, rerouting the water lines or changing the drainage is work on the system, not a fixture swap. Neither page names water heaters directly, so call the Building Permits Division (contact card above) before work starts.

How much is a plumbing permit in Coquitlam in 2026?

Schedule D of the Fees and Charges Bylaw sets these 2026 rates:

  • $79.00 minimum plumbing system permit fee, which includes two fixtures
  • $36.40 for each further fixture roughed in
  • $108.40 minimum re-inspection fee (listed in the building fees), then $128.90 for each additional hour or part of one

A permit covering one tank pays the $79.00 minimum. All fees are subject to rounding and applicable taxes.

How do you apply and book inspections?

  • Applications go in digitally, through the City’s QFile file transfer service; the application form also accepts packages under 5 MB by email to digitalsubmission@coquitlam.ca.
  • A homeowner applying for their own permit needs a digital drawing and the City’s Home Owner Declaration Form. Plumbing contractors working on a single family home or a renovation do not need digital drawings.
  • Inspections are booked through the City’s online Inspection Booking System at inspections.coquitlam.ca.

Can you replace your own electric tank in Coquitlam?

Only in a single detached house. The BC Building Code limits plumbing work to a certified plumber, a supervised apprentice, or “the registered owner and occupant or intended occupant of the single detached dwelling in which plumbing work will occur.” In a strata townhouse or condo, the work needs a certified plumber or a supervised apprentice.

Does a hot water tank have to be strapped in Coquitlam?

Yes. Sentence 9.31.6.2.(3) of the BC Building Code says that where Smax for Site Class C is greater than 0.37, service water heaters “shall be secured to the structure to prevent overturning.” The lowest value for any Vancouver Region location in the code’s Table C-3 is 0.736, about twice the trigger. Every Vancouver Region value in that table is above the trigger, and the fixture exemption only applies when the installation meets the code.

Is there a rebate for a heat pump water heater?

Switching an electric tank to a heat pump water heater can qualify for a rebate through CleanBC’s Home Renovation Rebate Program. The home has to be a year-round primary residence, its water heating has to be primarily electric, and a licensed contractor has to do the install; self-installations are not eligible. Check current amounts and eligibility on the program’s official page before you buy.

The electrical side of a tank swap may need its own permit, which Technical Safety BC covers, not the City.
